It was with great honor that I have taken the position as the Dean since August 2017. The road towards national and international success of research and technology for agriculture and sustainable development of bio-resources may be long and arduous. But, I will spare no effort to contribute to the betterment of the college, and play the leading role to coordinate and support all faculty members and students aiming to improve mankind and our living environment, especially as our increasingly global world faces profound challenges calling for agricultural solutions. The agriculture sector, whether overseas or in Taiwan, is facing multiple socio-economic, ecological, and political challenges. On the international level, climate change, shortage in natural resources, uneven distributions of food, the impact of free trade, and the rise of middle class in emerging countries, are all pressing issues that call for inter-disciplinary research collaboration for addressing these problems. On the domestic level, the worsening natural environment, low food self-sufficiency ratio, the change in the composition of the country’s population, the limited scale of enterprise developments, the diversification of consumers’ needs, the lack of government funding for higher education institutes and agricultural technology, and the need to better facilitate knowledge-intensive industries and more advanced technology, are also challenges that require our attention.
Nonetheless, challenges also come with opportunities. To better address these issues, the international community has devolved numerous effort to the development and management of ecosystem services, sustainable use of resources, food security and food self-sufficiency to support the development of green economy and bioeconomy. Moreover, the rapid growth of information and communication technology, Internet of Things, big data, A.I., blockchain, and bio-technology, has not only opened up many opportunities for interdisciplinary collaborations for the advancement of agricultural, ecological and environmental technologies, but also enabled agriculture becoming the most important areas for the strategic development plan of most countries and international alliances.
For the education development, in facing of the profound challenges due to the cross-cutting development of academic and technology integrated with innovative, diversified and internationalized training for students’ knowledge and skills by universities and higher education institutes from China and other countries, and our local economic stresses due to aging population, low birthrates, limited collaborations among industries and universities, shortage of human resources and research funding, we are confident and positive against all the challenges because our college possesses many predominant advantages including multi-oriented courses with a special blend of professional knowledge, analytic and practical skills, outstanding academic and research staff, and high-quality students. We will continuously develop and integrate our advantages, actively strive for academic excellence and create opportunities to promote the all-rounded development of our college.
Standing upon the well-established foundation built up by the predecessor Deans and all the professors and students over years, I will actively promote important tasks including the development of innovative education and betterment of students’ career planning, the enhancement of social and ecological care education, the capability strengthening of forward-looking academic development, the planning of interdisciplinary teams and the striving for integrated, policy-supported research projects, the promotion of industry-university research collaborative platforms, the establishment of technological communication platforms, and the active promotion of connection with other international institutes.
2018 marks the 90th anniversary of both NTU and the College of Bioresources and Agriculture. Although we are now faced with various challenges and crises in both the objective and subjective environments, the adversity is often an opportunity or a turning point. Just as our school anthem reminds us, “... our perseverance is the key success factor that contributes to all our achievements.” It is this college’s achievement to nurture outstanding talents for the country, to establish a sustainable system for ecological and agricultural development, and to enhance human welfare and well-being. I sincerely invite all professors and students from the College of Bioresources and Agriculture to stay true to NTU’s spirit of perseverance, to work with concerted efforts and encourage one another and move toward a brighter future.
